Special Educational Needs File
Cornwall Council’s ‘Special Educational Needs File’ is designed to support Special Educational Needs Coordinators (SENCOs) and other professionals in meeting the needs of children and young people with special educational needs (SEN). It is also a source of information for parents / carers and young people.
The SEN File is divided into twelve sections:
- Sections 1 to 10 reflect the chapters in the SEND Code of Practice 0-25 and contain related information
- Section 11 contains Local Authority strategies and policies
- Section 12 brings together forms and related guidance from sections 1 to 10 for ease of access

SEND Code of Practice 2015
The SEND Code of Practice provides statutory guidance relating to Part 3 of the Children and Families Act.
The Principles Underlying the Code
The SEND Code of Practice describes the principles that should be observed by all professionals working with children and young people who have SEN or disabilities. These include:
- taking into account the views of children, young people and their families
- enabling children, young people and their parents to participate in decision making
- collaborating with partners in education, health and social care to provide support
- identifying the needs of children and young people early
- making high quality provision to meet the needs of children and young people
- focusing on inclusive practices and removing barriers to learning
- helping children and young people to prepare for adulthood
The SEN File will evolve over time to respond to the needs of SENCOs and other professionals who work with children and young people with SEN.
