Resilience and Emergency Management

Resilience and Emergency Management is a small team who coordinate Cornwall Council’s local authority statutory duties under the Civil Contingencies Act 2004 and other legislation, co-operating with established professional partners designated as Category 1 and 2 Responders (e.g. emergency services, government departments and local authorities) and other organisations defined in the Act to address all aspects of the policy in relation to:

  • Community risk assessment
  • Planning for emergencies
  • Responding to emergencies
  • Business continuity management (including promotion of general business continuity advice to local businesses and the voluntary sector)
  • Public information about risk assessments and plans
  • Putting in place arrangements to warn and inform the public

These duties include the following responsibilities:

  • Preparing and maintaining the Cornwall Council Emergency and Business Continuity Plan and Coastal Counter-Pollution Plan which ensures that the council provides an effective, efficient and co-ordinated response to emergencies.
  • Training Council staff and voluntary agencies to assist in the management response to major incidents. For example, we train staff in services such as Adult Care, Health and Wellbeing and Children, Schools and Families to assist with the provision of humanitarian assistance during emergencies. We also arrange for the Directors and Heads of Service managing the Local Authority’s response to an emergency to be adequately trained in managing the Council’s response to an emergency.
  • Assisting in the development of multi-agency (e.g. various services, Directorates, emergency services, government and voluntary organisations) emergency response plans to identified risks in Cornwall such as major flooding and coastal pollution.
  • Testing plans through multi-agency exercises.
  • Providing general advice to local businesses and voluntary organisations about Business Continuity Management.
  • Putting in place arrangements to warn and inform the public in the event of an emergency. For example, sending out emails to all staff when we receive warnings from the Met Office about severe weather so that staff can make informed decisions about travelling for work purposes. We also work with the Council’s Communications team to ensure that correct and factual information about emergencies is provided to the general public through the local media (e.g. BBC Radio Cornwall, Atlantic FM, Pirate FM)
  • Co-ordinating the provision of humanitarian assistance if required in emergencies.
  • Adhering to the Control of Major Accident Hazard Regulations (COMAH), Major Accident Hazard Control Regulations (MAHCR), Major Accident Off-site Emergency Plan (Management of waste from extractive industries) Regulations and future legislation.

Our work also involves us testing emergency management plans to ensure that they are fit for purpose. We participate in and arrange live exercises and tabletop exercises which follow possible scenarios that could affect Cornwall, its communities and Council service provision.

We work with many partners which include:

  • Devon and Cornwall Constabulary
  • Environment Agency
  • Health Service including NHS England and Royal Cornwall Hospitals Trust
  • Southwest Ambulance Service
  • Maritime and Coastguard Agency
  • Met Office
  • WRVS
  • Shelterbox

The team also provides a 24 hour emergency call out service.
